As policymakers expire before the end of the 2022 parliamentary session, regulations that will allow iGaming and land-based gambling companies to operate more clearly in Ukraine have been postponed.

The country, which has a population of more than 41 million people with a gambling sector that reached 967 million euros a year before the ban in 2009, is in the process of removing the ban and opening Ukraine to industry as a whole. Following the end of the ban in August 2020, the adopted law still lacks a number of technical know-how-to related to taxes and other issues that the proposed Bill 2713 seeks to address.

Ilya Machavariani, a senior partner at gambling consultancy 4H Agency, explained that Bill seeks to eliminate Ukraine’s “triple lock license fee” and replace it with a flat fee of 10% on all revenue generated by companies in the industry. This system is politically supported by most of the relevant servants of the People’s Party. But force majeure led to the dismissal of this bill due to the review of the procedure of all tax proposals, as well as the urgent political situation. While the Verkhovna Rada, the parliament of Ukraine is scheduled to vote on the bill, since the proposal has already been approved by the body’s financial committee.
