Due to lawmakers’ time running out before the end of their 2021 parliamentary session, regulation that would allow iGaming and land-based gambling companies to operate more clearly in Ukraine has been delayed

The nation, which is home to more than 41 million people with a gambling sector that reached 967 million a year before the ban in 2009, is in the process of lifting the ban and opening up Ukraine to the industry as a whole. After the ban ended in August 2020, the introduced legislation still lacked a number of technical details regarding taxes and other issues that Bill 2713 was intended to address.

With the dissolution of the Verkhovna Rada by the end of the year, the bill can only be voted on in January.

Ilya Machavariani, a senior partner at gaming consultancy 4H Agency, explained that the bill aims to eliminate Ukraine’s “triple block licensing fee” and replace it with a flat fee of 10% on all revenues produced by companies in the sector. This system is politically supported by the majority of the relevant Servant of the People party, but force majeure caused the project to be rejected due to a procedural review of all tax proposals, as well as the urgent political situation. While the Verkhovna Rada, Ukraine’s parliament, was due to vote on the bill once the proposal had been approved by the body’s Finance Committee, President Volodymyr Zelensky promoted more pertinent issues such as the COVID-19 pandemic and ongoing tensions with Russia. The bill was not raised at the body’s last meeting on Friday, which was the last opportunity to do so before parliament disbands for seasonal holidays with sessions scheduled to resume on Jan. 4.

To quote Machavariani directly on the topic of this regulatory result, “we are constantly monitoring the situation with everything concerning gambling regulations in Ukraine and today we expected it to finally unfold into something more significant than another delay. Unfortunately, parliament ran out of time to hear Bill 2713 today and now we will see if it finally comes to a vote in two weeks. At the moment, the outlook for this is quite bleak.”
