Bets are up, despite drop in sports gambling tax revenues
In September 2023, despite an $83 million increase in total wagers compared to the same month in 2022, Tennessee’s tax revenue from sports gambling decreased by $1 million. This decline is attributed to a tax change implemented in July, where the state now imposes a 1.85% tax on the total handle, as opposed to the previous 20% tax on sportsbooks’ adjusted gross income.
During September, the state recorded $420 million in gross wagers, up from $337 million in 2022. In August, although there was a $37.6 million increase in wagers for the month, the state collected $400,000 less in taxes compared to the previous year.
Tennessee’s new Sports Wagering Council reporting system makes it challenging to compare tax collections under the new structure with what would have been collected under the old format. The SWC Executive Director, Mary Beth Thomas, mentioned that while tax collections have been higher in 2023 than in 2022 so far, they are still assessing the impact of the tax structure change.
For the first six months of 2023, the state collected more taxes under the previous system than it would have under the new system. Future revenue estimates will be presented at the upcoming November 6 revenue estimating meeting of Tennessee’s State Funding Board.
The SWC has also voted to renew operator licenses for BetMGM, DraftKings, FanDuel, and Action 24/7 to continue their operations in Tennessee.
