Philippine IRs address online gaming concerns??

Solaire Resort, Newport World Resorts, and Okada Manila reaffirmed their commitment to ethical and compliant online gaming operations amid rising public concerns over gambling-related harm.  

In a joint statement issued on 12 July and shared with SiGMA News, the Philippines three integrated resorts (IRs) addressed growing criticism of online gambling in the country, particularly its impact on vulnerable sectors of society. The operators stated that their online platforms are a regulated and responsibly managed extension of our operationsdesigned to complement our primary offerings.  

We prioritise ethical business practices and promote responsible gaming under the robust regulation of the Philippine Amusement and Gaming Corporation (PAGCOR), the statement read.  

The declaration comes as lawmakers and Church leaders call for tighter controls on online gambling, citing increased cases of addiction, depleted family savings, and rising mental health concerns. Support groups for gambling addicts have emerged on platforms like Facebook and Reddit. At the same time, legislators propose bills to ban or limit access to online betting, such as raising the age limit to 21 and restricting e-wallet use.

Compliance with regulations and safety standards??

Solaire, Newport, and Okada Manila stressed their adherence to all PAGCOR requirements. We hold all necessary licenses and accreditations from PAGCOR, meeting stringent legal requirements for gaming operators and system administrators, they stated.  

The IRs said their online platforms enforce geographical restrictions using geo-fencing and IP-filtering technologies, ensuring that only players within the Philippines can access the sites. Our platform adheres rigorously to anti-money laundering regulations, they added, pointing to a mandatory Know-Your-Customer (KYC) process completed within 72 hours of player registration.  

We strictly prohibit minors from accessing our platform through our stringent age-gating system and verification, the statement said. The platforms also provide resources for individuals dealing with gambling-related issues.

Game fairness, marketing oversight, and employee compliance  

All gaming equipment and games used by operators are vetted and approved by PAGCOR before being made public. Certified Random Number Generators (RNGs) ensure fairness and transparency, the operators said.  

They added that promotional materials are reviewed and cleared by both PAGCOR and the Advertising Standards Council (ASC). Last week, PAGCOR directed all licensed online gambling operators, suppliers, and administrators to remove their out-of-home (OOH) advertisements by 15 August. Our promotional materials undergo thorough review and approval ensuring ethical communication and social responsibility.  

The operators also highlighted internal self-regulatory efforts, including regular system audits, content review processes, and a player dispute resolution mechanism. Our accessible and responsive dispute resolution system ensures that player concerns and issues are promptly addressed and transparently resolved.  

The IRs also said that all employees hold gaming licences from PAGCOR and undergo annual compliance training. They assured compliance with the Data Privacy Act of 2012, implementing encryption and access controls to protect personal and financial data.  

Investments, jobs, and tourism boost  

Each company reported having invested over $1 billion in developing their integrated resorts, which contribute to tourism through not only 바카라s but also hotels, restaurants, retail outlets, and entertainment. Our properties collectively attract over 2 million tourist visits annually, they said.  

Over the years, the IRs have stated that their developments have generated jobs for 130,905 Filipinos. Currently, they employ 25,939 directly and 5,049 indirectly.

Our integrated resorts have become world-class tourism destinations that make the country proud, the statement read. In addition to economic contributions, the operators noted their social investments. We are mandated to allocate 2 percent of our gross gaming revenues from non-junket tables for development projects to support cultural heritage, educational, and health initiatives.
