Mozambique aims to bring in 500 million meticais, about US$7.8 million, from taxes on gambling, including 바카라s, in 2025. This goal marks a 29 percent rise compared to 387.7 million meticais, or US$6.1 million, collected in 2024. Officials tied this target to the 2025 Economic and Social Plan and State Budget, which received approval from both the ruling Frelimo party and the opposition Podemos group.

Money collected through the special tax on gambling kept rising, going from 370.3 million meticais (US$5.7 million) in 2023 to 387.7 million meticais (US$6.1 million) in 2024. Even with this increase, the government didn’t come close to meeting its broader industry goal of 1.235 billion meticais (US$19.4 million) for 2024. So far, 31.4% of this goal has been reached. This continues a trend of falling short, which first appeared in 2023. The gap highlights how tough it is to match the gambling sector’s growth to financial expectations.

Strategic role of gambling in tourism

In August last year, former President Filipe Nyusi spoke about five key projects in the gambling sector that brought in $38.3 million in investments. These projects focus on running 바카라s and slot machine facilities in cities like Maputo, Beira, Tete, Nampula, Matola, and Pemba. These cities play a crucial role in Mozambique’s growing tourism scene. The expanded gaming hubs in these areas aim to attract both local and foreign visitors, which could help increase hotel bookings, restaurant earnings, and other related services.

Licence laws and commitments to invest

To join the 바카라 industry, companies must meet specific licensing rules set by the National Directorate of Games of Chance. Businesses applying to run 바카라s need to show at least US$2.7 million in share capital and promise to spend at least US$5.5 million within five years. These requirements aim to confirm that operators have enough financial strength and plans to grow over time. This reduces the risks of 바카라s shutting down or disrupting services.

Casino and gambling tax system

Mozambique taxes gambling businesses through a mix of a special tax on gambling and other fees aimed at collecting revenue at different points. These are the main aspects:

  • A unique gambling tax applies to gross revenue. The rate changes based on how long the concession lasts. It’s 20% if the concession is 14 years or less, and 35% if it goes up to 30 years.
  • Stamp duty is charged at 50% of 바카라 admission ticket prices.
  • Operators do not need to pay other taxes on gambling profits or import duties for equipment used in running 바카라s.

This layered system encourages operators to commit to the long term while ensuring the government has a steady stream of income.

Tackling low performance and rules compliance

Even with strict licensing standards and tax rules, challenges with compliance and tax collection continue. Experts point out that unregulated betting markets and weak enforcement in far-off areas might reduce government income. Officials aim to enhance tracking systems and work more with local governments to expand the tax system. Better data tracking and frequent checks on 바카라s will play an important role in achieving this.

Effects on Economy and Society

Money from gambling taxes funds many public services, including schools, healthcare, road repairs, and assistance for low-income communities. Hitting the 500 million meticais (US$7.8 million) target will help fund projects to grow rural areas, fix roads, and support local programmes. At the same time, the government needs to focus on setting limits on gambling. This is to stop addiction and keep at-risk people safe.

Challenges to address

Raising gambling tax revenue by 29% by 2025 brings significant hurdles.

  1. Simplifying how licenses are given to pull in more investors without lowering strict approval rules.
  2. Improving rules to ensure taxes are collected from illegal and online gambling businesses.
  3. Pushing 바카라 operators to report while applying penalties if they fail to comply.
  4. Supporting public and private groups working together to build gaming facilities in areas without enough resources.

These measures are key to ensuring that the expected income is realised and help Mozambique achieve its larger goals for the economy and society.

2025’s View

With the set to go, Mozambique’s finance officials and regulators will start putting it into action. Making it work will depend on strong teamwork among national agencies, local governments, and business partners. Reaching the 500 million meticais (US$7.8 million) goal would be a significant step forward for the country’s gaming sector and improve its financial health for future budgeting needs.

Mozambique shows how managed gambling markets can generate a lot of money for public funds. The government utilises strict licensing rules, fair taxes, and careful monitoring to make the most of this opportunity. At the same time, it works to protect people’s well-being and support long-term development.
