India’s Tamil Nadu tightens regulations for online real-money gaming

The Indian state of Tamil Nadu has introduced stringent regulations to control online real-money gaming. These rules, outlined under the Tamil Nadu Online Gaming Authority (Real Money Games) Regulations, 2025, impose significant restrictions, including a complete prohibition on minors engaging in real-money gaming and mandatory Know Your Customer (KYC) verification for all users.

Key provisions of the new regulations

  • Ban on minors: Individuals under 18 years of age are strictly prohibited from participating in online real-money games.
  • Mandatory KYC and Aadhaar-based verification: 바카라ers must complete a KYC process that includes Aadhaar authentication (India’s biometric ID system) and a one-time password (OTP) verification sent to the linked mobile number.
  • 바카라time restrictions: Gaming platforms must display pop-up warnings after one hour of continuous gameplay, with additional warnings appearing every 30 minutes.
  • Spending limits: 바카라ers must be given options to set daily, weekly, and monthly monetary limits. Every time a deposit is made, a reminder will inform the player of their total spending.
  • Mandatory warning labels: Gaming platforms must display a prominent cautionary message on login screens stating, “Online Gaming is Addictive in Nature.”
  • Restricted gaming hours: Access to real-money gaming platforms will be blocked between midnight and 5 AM to prevent excessive gaming habits.

Tamil Nadu has previously attempted to regulate online gaming through legislative measures. The Tamil Nadu Prohibition of Online Gambling and Regulation of Online Games Act, 2022, classified rummy and poker as games of chance and sought to ban them. However, the Madras High Court invalidated key provisions of the law, citing constitutional concerns, particularly in differentiating between games of skill and chance. A subsequent appeal remains pending before the Supreme Court of India.

This new framework follows rising concerns over gaming addiction and financial distress. In 2022, at least 17 suicides in Tamil Nadu were linked to online gambling, leading to increased pressure on the government to implement protective measures.

Challenges in enforcement

While the new regulations set a clear framework, several challenges persist in ensuring compliance:

  • Enforcing the midnight ban: Authorities must determine whether the restriction will rely on device settings, IP tracking, or server-side enforcement.
  • Preventing circumvention: 바카라ers may use VPNs or relocate to other jurisdictions where the restrictions do not apply.
  • Multi-account creation: Gaming platforms must implement robust fraud detection tools to prevent duplicate or fraudulent accounts.
  • Cross-border jurisdiction: 바카라ers from Tamil Nadu may still access real-money gaming platforms operating legally in other regions, raising questions about the effectiveness of state-level regulations.

Tamil Nadu is not alone in tightening regulations on online gaming. Countries like China have imposed strict playtime limits for minors, while European nations like Germany and the United Kingdom have introduced licensing and consumer protection frameworks to ensure responsible gaming. The rise of digital gaming addiction has prompted governments worldwide to explore regulatory measures that balance consumer protection with the industry’s economic potential.
