Fennica Gaming secures vendor licence in UAE

Fennica Gaming, a subsidiary of Finnish state-owned Veikkaus, has received a gaming vendor licence from the General Commercial Gaming Regulatory Authority (GCGRA) in the United Arab Emirates. This approval allows the company to offer its gaming products as a service to licensed operators in the UAE, strengthening its footprint in regulated international markets.

Entry into a new market

The marks Fennica Gaming’s first move into the Middle East, expanding its operations into a fourth continent. The UAE market, which has recently begun granting official gaming licences, presents a growing opportunity for international suppliers. Fennica Gaming now operates across 15 countries, including recent expansion into Greece, where it secured a B2B supplier licence from the Hellenic Gaming Commission.

“Receiving the Gaming Related Vendor License from the GCGRA is a significant step for Fennica Gaming as we continue to grow our global presence,” said Timo Kiiskinen, Managing Director of Fennica Gaming. “The UAE represents a new dynamic market and for us a possibility to enter to a new continent and new markets. UAE’s regulated gaming framework expands

The UAE is gradually establishing itself as a regulated gaming jurisdiction. The first gaming licence was awarded in July 2024 to The Game LLC, followed by Wynn Resorts in October 2024. Wynn’s land-based 바카라 and integrated resort had already been under construction before the official licence was granted.

Since then, several major suppliers have entered the market. These include Scientific Games, which will provide lottery products, as well as Aristocrat, Novomatic and IGT—some of the largest global names in gaming technology and content.

Fennica Gaming’s international growth strategy

Fennica Gaming has steadily increased its presence in international markets by focusing on B2B game supply under regulated frameworks. With a service model that supports licensed operators, the company has established a footprint across three continents before its UAE entry. The move into the Middle East aligns with its strategic goal of operating in controlled, licensed environments worldwide.
