The online betting market in Brazil has been highly active in recent months, mainly due to the new regulations, efforts to combat illegal activities, and requests for permission to operate in Brazil. The Secretariat of Prizes and Betting of the Ministry of Finance (SPA/MF) recently granted 12 new definitive authorisations to companies operating around 30 brands, valid until December 2029. It is worth noting that a single licence allows the operation of up to three websites, which explains the difference between the number of companies and brands. Among the authorised companies are two of the most popular in Brazil, Blaze and Brazino777, which previously operated with temporary licences.
In parallel with the granting of licences, the Brazilian government has adopted strict measures to combat illegal betting websites. On 19 November 2024, the SPA/MF requested that the National Telecommunications Agency (Anatel) block 1,812 internet domains that offered betting services irregularly. This action adds to previous lists sent in October, totalling more than 5,200 blocked sites in less than 40 days.
To streamline and optimise blocking illegal websites, the SPA/MF and Anatel formalised a Technical Cooperation Agreement on 9 December 2024. This partnership establishes electronic communication between the institutions, aiming to protect consumers and strengthen oversight against platforms that disregard regulations.
The regulation of online betting in Brazil gained momentum with the enactment of Law No. 14.790/2023, known as the “Betting Law.” This legislation covers fixed-odds betting on sporting events and online games of chance, such as slot machines and roulette. The law establishes strict guidelines for payment methods, customer service, and advertising, including measures to prevent money laundering and fraud by creating an oversight system and penalties to ensure compliance with the rules.

With these new concessions, the total number of companies authorised to operate in the country reaches 78, 71 of which are regular and seven acting through Federal Court decisions, totaling 175 brands.
